Interviews with the local residents of San-Zhan Tribe in Hualien were conducted to study the community’s disaster risks and social vulnerability. Based on the results, an empirical model was established to evaluate the approach-avoidance behaviors of the residents in disaster-isolated areas. Reliability analyses were performed to ensure the effectiveness of the selected indices.
