Establishing autonomy of the local communities is an effective approach to decrease the disparity. This paper examines the case of Chengdu’s Five Golden Flowers, and searches to identify the advantages of adopting a sustainable development approach to establish local autonomy to develop business and/or industry. Two kinds of dominant business manners are introduced as essential strategies. The outcome of Five Golden Flowers is analyzed in terms of social and economic efficiency to evaluate the effectiveness of this regional development project, which caused a remarkable reduction of the disparity between the urban and rural area in this region.
