Differently with traditional projects, procurement procedures for BOT projects will be influenced by a variety of factors, including the host country’s existing legislation governing public procurement of construction work, internationally accepted rules for public procurement, the business environment, the overall infrastructure policy and the nature of the particular BOT project. The purpose of this paper is to compare the practical implementation of BOT competitive procurement procedure in two selected Asian countries, Hong Kong and Philippines, which have some successful implementation of competitive tendering for BOT projects.
